Open Outlook Data file Problem

Make sure that Outlook is fully patched

Verify that the data file exists and you have enough permissions at folder level or you’re doing this at UAC enabled. So you need to ensure Read only attribute is not applied on the .PST file
a.  Right click on the File > Properties > Attributes > uncheck Read-only option
b.  Apply the settings
c. If the issue still persists, remove Outlook.dat and Outlook.srs file from the following location:

C:\Users\<username>\AppData\Roaming\microsoft\Outlook

 

Also make sure that the user have the correct permission on the Windows profile folders.  This will fix the problem
